If you start something and talk about how you are going to achieve your goal and make your dreams a reality and you never finish what you started then that says you aren’t as passionate about it as you say. Saying something and actually doing it makes a big difference because showing that you are actually going to do something shows that you are very passionate about it and that you really want to make your dreams a reality.
